Government intervenes in intellectual property rights, former rebels continue | Philippine News Agency

Manila – The government’s anti-insurgency agency’s Poverty Reduction, Livelihoods and Employment Cluster (PRLEC), along with its partner agencies across the country, continues to help indigenous peoples (IP) and former communist insurgents.

PRLEC, hosted by the Technical Education and Skills Development Agency (TESDA), has been traveling to remote communities in the country to empower its residents through livelihoods and other skills training.

PRLEC is also one of the clusters under the National Working Group to End Local Communism Armed Conflict (NTF-ELCAC), which aims to develop self-reliant, productive, resilient and sustainable communities through coordinated and culturally responsive development plans.

On August 31 last year, TESDA District VI and the PRLEC member institutions of Negros Occidental launched a project in two rebellion clearance areas in San Carlos City.

TESDA is called "Vamos sa Barangay Buluangan in Guadalupe para sa Kapayapaan, Kaunlaran", and TESDA will conduct Shielded Metal Arc Welding (SMAW) NC I training for 50 San Carloseños, 25 from each town.

In the second district, a total of 25 official rebels and their wives in San Mariano, Isabela started training on electrical installation and maintenance NC II and cooking NC II on September 4 last year.

The training is currently implemented under TESDA's Work Scholarship Training Program (TWSP) and Employment Training Program (STEP).

Similarly, TESDA Isabela launched its IRIK project or "implementation of key employment and livelihood resources as an intervention for Isabelenos" in Jones City on September 7 last year.

There are 125 residents from Barangays Napaliong, Minuri, Namnama, Villa Bello, Sta. Isabel and Sto Domingo have started training in shielded metal arc welding NC I and Tailoring NC II.

TESDA Secretary Isidro Lapeña said earlier that the agency’s commitment is to provide interventions to help the country escape the insurgency by providing people living in vulnerable areas with opportunities to earn a living.

"TESDA provides various scholarships and livelihood programs for beneficiaries, such as members of communist terrorist organizations who have decided to return to government, residents of various geographically isolated and disadvantaged communities, including indigenous people in remote areas of the country," he said.
